The credit-based licence for construction sites: everything companies have to do

Since 1 October 2024, companies and self-employed workers operating on construction sites must hold the credit-based licence. Initial score, operating threshold, deductions and how it is issued.

5 min read

When it is required

Everyone physically working on temporary or mobile construction sites under Article 89(1)(a) of Legislative Decree 81/2008. Excluded: the mere supply of goods and intellectual services.

Score

  • 30 initial credits on issue.
  • Threshold of 15 credits in order to operate.
  • Additional credits: investment in training, higher-grade PPE, voluntary certifications.

Deductions

The INL (National Labour Inspectorate) deducts credits in the event of:

  • Serious accidents established as such.
  • Breaches of fire prevention rules.
  • Failure to train workers.
  • Undeclared work.

What to do now

  1. Check the requirements: registration with the Chamber of Commerce (CCIAA), a valid DURC (contribution compliance certificate), an up-to-date DVR, training completed.
  2. Online application on the INL portal using SPID/CIE.
  3. Periodic monitoring of credits: deductions are notified by PEC (certified email).

The Forgest team assists companies with the document check and the application. For self-employed workers we put together the full training + DVR + DURC package within 10 working days.

Mandatory training for the credit-based licence: operating on site with a full score requires high-risk specific training for workers and supervisor training for those overseeing the work. Sites with particular equipment also call for the forklift truck licence or MEWP certification.
