Programme

  • Legislative Decree 81/2008, Article 82: work on electrical installations, duties of the employer
  • CEI 11-27 standard: scope, definitions, professional roles (PES, PAV, PEI)
  • Criteria for awarding the qualifications: training, experience, assessment
  • Responsibilities of the employer, the supervisor and the worker
  • Work permits and authorisation procedures for electrical work

Electrical risk (2 hours)

  • Effects of electric current on the human body: fibrillation, respiratory arrest, burns
  • Step and touch voltages, factors affecting the severity of the injury
  • Work zones: live working zone, vicinity zone, dead working zone
  • Statistics on electrical accidents in Italy: main causes and preventive measures
  • PPE for electrical work: insulating gloves, footwear, helmets, visors, classes and markings

Dead working, the five-step procedure (3 hours)

  • The five steps for making dead: isolation, locking off, verification, earthing, signage
  • Isolating, locking and blocking devices: padlocks, tags, LOTO (lockout/tagout)
  • Verifying the absence of voltage: instruments, operating sequence, common mistakes
  • Restoring the supply at the end of the work: reverse procedure and communication
  • Work in the vicinity of live parts: minimum safety distances for low and high voltage

Live working at low voltage, the PES and PAV qualifications (4 hours)

  • Definition and scope of live working at low voltage
  • Requirements for the PES qualification: minimum training, documented experience, verification procedures
  • Requirements for the PAV qualification: differences from PES, operating limits
  • Contact working methods: use of insulated tools, protection of adjacent live parts
  • Distance working methods: use of insulating poles, insulating rods, binoculars
  • Managing risks during the work: electric arcs, interference, environmental conditions

Live working at high voltage, PEI suitability (1 hour)

  • Definition and scope of PEI suitability
  • Operational differences between low- and high-voltage live working
  • Additional requirements for recognition of PEI suitability
  • Coordination with the person in charge of the installation and with the distribution network

Practical section (4 hours)

  • Identifying and correctly using electrical PPE: donning test and integrity check
  • Exercise on the LOTO procedure: isolation, locking off, verification with a voltmeter
  • Simulated dead-working intervention on a training switchboard
  • Contact working tests with insulated tools on a low-voltage panel at simulated reduced voltage
  • Use of insulating poles and measuring instruments for distance working
  • Individual practical assessment with completion of the work permit

Objectives

Train and qualify electrical workers for the award of PES and PAV status and PEI suitability, building a thorough knowledge of electrical risk, of the operating procedures set out in CEI 11-27, of personal protective equipment and of dead-working and live-working techniques, with competence verified through practical tests.

Frequently asked questions

PES (skilled person) and PAV (instructed person) are the qualifications for carrying out electrical work with the installation dead and in the vicinity of live parts. PEI (suitable for live working) authorises live working at low voltage. All three are defined by the CEI 11-27 standard and are mandatory for electrical workers.

Yes. Article 82 of Legislative Decree 81/2008 provides that electrical work may be carried out only by suitable workers. The CEI 11-27 standard sets the training requirements for awarding the qualifications.

A refresher is mandatory every 5 years, an 8-hour classroom course, under the CEI 11-27 standard.

The qualifying course lasts 16 hours in blended mode with a mandatory practical section. At the end the employer formally awards the qualifications in writing.
